I bought one back in the early 1990's and still shoot it. It has always cycled what ever I put through it, and it's actually pretty accurate too. I really like shooting it.

I've had my PA-63 and never had any problems with it.I bought it for 150.00 from a private owner and in new condition. Honestly, I really think it was brand new.I got it like it came from the dealer.He put it back in the oily plastic bag and put it in the box with the paper work and I got the cleaning rod with it. I got a box of ammo with it and only 10 were spent.I asked why he wanted to sell it so cheap and he said he just didnt like it.It didnt feel right.I use winchester brass for it and it has been so reliable for me.So just because one person has a problem with one doesnt mean they're all bad.I also know someone who carries one and says it's reliable also.I guess I got a good one !
Go for a CZ 82-Double stack 12 round & deadly accurate.
The Makarov Pistol (Pistolet Makarov) is a better gun than both the PA-63, and PA-64. I hope the OP or others don't confuse these with a true Makarov pistol as they do shoot the same caliber.
