Front sight adjustment on a Mosin 91/30?

I have a very nice 91/30, a 1920 Izzy hex reciever, in beautiful condition, that has a front sight that somehow got way of center. It is stuck there, but it wasn't there for a reason - the rifle shoots straight. IS there a tool to use? Will an AK tool work? Hammer and punch? Don't really want to do that....

The standard tool to drift the front sight of a M91/30 is a brass punch. It doesn't usually take a big hit to move it.
