Game Laws in Colorado and New Mexico

I'm wondering what the game laws are in the afore mentioned states on what the definition of 'resident'.

My Dad is looking in buying some land in on of them and I want to know if I can hunt big game without paying an arm and a leg for tags.

New Mexico:

New Mexico law states that to be eligible to buy resident hunting and fishing licenses, a person must have lived in New Mexico for 90 days, and cannot claim residency in any other state for any purpose. Department of Game and Fish officers frequently investigate residency violations. One common misconception is that New Mexico property owners who live in another state have a right to buy New Mexico resident licenses. Officers will check where the person is registered to vote, where they pay taxes, where they hold a legal drivers license, or if they receive a homestead exemptions to reduce property taxes. These factors, among others, will determine whether the person is a true New Mexico resident.
