Imagine the outcry, if motorists were to be subjected to like conditions, because one nutcase decides to mow down a crowd at a bus stop. Motor vehicles are just as deadly as guns and could also be classified as lethal weapons. Because, automakers have a strong lobby, they would use it, if their corüporate profit margin was threatened because of law enforcement scrutiny of driver's licence applicants. Here in Germany, I witness, on a daily basis, drivers who have no business having a licence.
Next thing you know, you'll have to have a license to own a can of propane:

I hope the good people put up some resistance to this. Is their a pro gun organization in Finland w/enough clout to stand up to these bullies?

Well that should greatly cut down on the number of people that get them for self defense. Especialy women.
I don't know too many women who are not gun owners you could convince to get a gun for protection with a "In just over a year of paying fees you may be able to qualify to purchase one to defend yourself in your home after a couple interviews, tests..." argument.

No short term tangible results and most will not bother with the process. Which of course is the whole point, to greatly cut down on the number of legaly held handguns.
Only a small number of recreational shooters will continue to go through the process year after year.
After a number of years with that in place the number of legal gun owners strongly in favor of gun rights will have dwindled, allowing even further measures to be taken to reduce the 'proliferation of small arms' a noteworthy U.N. objective.



Pretty much only people into guns as a hobby will have them, well and of course the criminals with other sources, including theft. Of course when the only people with guns are criminals, they can then be demonized even more, because clearly the only thing they are being used for is criminal acts. Also requiring people to back larger government to protect them, leaving them needing and relying on others to give the false illusion of providing for a basic need.

So it all works out in the end.
The result is larger government, people willing to give up increasingly greater rights (like privacy rights, search and siezure rights etc etc) and taxes to pay for people to protect them because they are legaly prohibited from providing for that need themselves. Leaving them feeling they rely on thier protectors even more, and willing to allow whatever thier protectors say is needed to provide for thier safety.
 
I feel sad to know that anti-gun idiology is spreading to Finland because of a few nutcases.

A better solution is stronger security, not making guns more difficult to get for law abiding citizens. What do governments not understand? Criminals don't care about the law! Gun control only disarms people who 99% of the time have no intention of commiting a gun crime in the first place. Also, most guns used in crime are stolen. How's that for irony.

What's the reason of the outcry? This system is here - you do have to get a shrink's approval prior first time license acquiring, the police came to my house, checking out the safe and to talk with neighbors. I had to make an exam on the laws. Permits are valid for 5 years, after that it needs to be renewed. And I don't complain, it is not too difficult process. But having all that freedom over at your place I'm sure it's hard to understand that, and yes, those limits will work only on people who actually follow them.

Sure, I don't like all the limits we have here, but they are manageable. At least I can own weapons, carry them for SD and shoot them. And we don't have the "shooting club exclusive" demand. But other option is giving up guns completely.', and that's definitely worst choice.
