To satisfy my intellectual curiosity once, I disassembled a 20Ga shell I literally found on a dried up lakebed. It had been immersed in a foot or more of water for at least 6 months (last duck season). After air drying the powder, it burned in the open at what I would call a "normal" level. The primer also fired with a normal sound in an old single shot. The inside of the shell was dripping wet when I disassembled it. Ammunition and it's components are amazing stuff.
I have little doubt I could have used the components other than the solid rusted mass of steel shot to assemble a functional shotgun shell.
