Gift a Long Gun?

Can I gift a long gun to a family member in a state where neither of us live? For example, if my brother and I are both on vacation in Florida, and neither of us lives in Florida, can I gift him a rifle in that state and he take it with him, or does it need to go to an FFL in his home state?

Assuming your brother can legally *buy* a long gun in Florida, it can transfer through an FFL in Florida.
 
I should clarify. Do I have to go through an FFL for a long gun transfer of this type? Not trying to skirt the law, just wondering about the logistics.

Not all transfers need to go through an FFL dealer, especially if you are both from the same state and you don't have a reason to believe your relative would normally be excluded from being able to legally purchase a firearm.
