Glock 22 and Blackhawk CQC IDPA legal

I want to try IDPA, and I have a BH CQC and Uncle Mikes Kydex mag holders for the Glock 22. Is this combination legal? I read the rulebook, but i am still not sure. Also, do I have to buy 10 Rd mags? Or are do they allow the Hi-caps? Do I have to count the rounds in the Hi-cap for an official or how do they check? Finally, anybody tell me what load is best?

You are good to go with that combination. You don't have to buy 10 round mags and if you do you will have to "charge the chamber" to bring it to capacity. Your first high cap is loaded with 11 rounds and your second with 10. The timer that the SO uses not only measures the time but also does the round count. I shoot almost the same equipment as you do so I am fimiliar with it.
Do you load your own ammo? If you do try Berry's 180 gr flat nose, 3.3 gr. of Titegroup (a really reduced load) and change the recoil spring to a 11 pounder.
This load makes the required power floor in IDPA, is accurate and low recoil. The Glock will function with this load using the stock 17 lb recoil spring but you may run into problems as the spent cases are not thrown very far.
 
Yes you can use full capacity magazines loaded as described; 11 in the first one to give 10+1 to start with, ten on the reload.

Yes, you will be checked. The SO doesn't have to look at your magazine or see you count in the rounds like a SASS cowboy, he knows where you will have to reload and if you go past it (or come up short, 10+1 is not an option, it is required unless otherwise specified), you will be penalized.
 
That's what I was wondering

If the holster was legal. I will just go for it and if I have to buy another, so be it. I would rather spend the money on ammo components and range time if I can though.

as Jim said your holster is ok, and I've ran the same mag holders to master in two divisions.
