I think the points system is stupid, as is the 922r requirements for american parts on imported rifles. But that is the law for now. In the meantime, there are several nice 380s available from Kahr, Ruger, Kel-Tec, and others.
You may have her try some compact 9mm handguns too. Often they are softer shooting than the tiny .380s and 9mm is usually cheaper and easier to find than 380.

This actually came as a shock to me. Why can't they import that gun. And what right, besides being goverment employed pencil pushing liberals does the ATF have to not allow the .380 Auto over here?!

Ironically the person responsible for this is more likely a "republican" or "conservative" if they managed working their way up that high in the food chain, but be sure to alienate more people. It does your cause good.

As for why the import laws are in place, frankly I can somewhat mildly (if I were to shut off any part of my mind that cares about objective and rational thinking) understand a ban on Chinese pistols, rifles and all that during a time when war was a chance, but to maintain an import ban on Russian and Chinese weapons in an age where most clothing, and almost all electronics are Chinese I do have to wonder what kind of difference a couple of Chinese guns are going to make.
In any case yes ... import bans is dumb.
