Legislative Update from Olympia 31 January 2003

SB 5083 (CPL RECIPROCITY) PASSES COMMITTEE

NO NEW GUN BILLS FILED

NO HEARINGS SCHEDULED ON GUN BILLS IN WEEK 3

A public hearing on SB 5083 (CPL reciprocity) was held on 30 January. Washington Ceasefire’s new executive director, Laura Lockard, testified with “concerns.†With no direct opposition, Chairman McCaslin brought the bill up for passage in the Friday committee meeting. SB 5083 passed out of committee on a 8-1 vote! The bill now goes to Senate Rules to await a pull to the floor for full Senate consideration. This is the time to call your Senator and ask him or her to support SB 5083.

No additional gun bills have been filed this week, pro or con. The session is still very young, and there is ample time for bills to be
filed and work their way through the process. Of the five gun bills still in their primary committee, none are scheduled for a public hearing during the week of 3 February.

Senator Debbie Regala (D-27) is working on a bill to require gun shops to have theft sensors attached to all firearms. While she has not filed the bill at this time, we can expect it soon. Unfortunately, this kind of expensive, one-size-fits-all approach will hurt smaller gun shops where the cost of such a system would be prohibitive. In typical legislative fashion, this bill is being driven by a single, isolated incident: the theft of a Bushmaster AR-15 clone from Bull’s Eye Gun Shop in Tacoma. In fact, at this point it is not even known how the rifle was stolen; it may have been an “inside†job by employee(s) where no detection system would prevent such a theft.
