Can't help you with California ranges, but I don't think being a foreigner is necessarily a problem. Down here in FL we get LOTS of British tourists, and often as not when I do go to an indoor range I'll see a couple of them going shooting with rented firearms as a novelty they can't enjoy back home. I know they're British not just because of the accents, but also because I've seen their UK passports left at the counter while the rest of us leave a driver's license to keep a tab open. The only thing that worries me is one place I used to go doesn't seem to picky about how experienced you have to be in order to rent. Kind of scary to be on the line with people who you see getting their very first orientation to a firearm, and then the clerk leaves them to go bust some caps with that cool-looking Glock just like the one they saw on tv somewhere.
