Good for you WI!

Somehow I don't see a lot of permits being issued in Madison though....
 
good, now i can finally carry when i go into wisconsin. it sucks being a michigan resident but in a wisconsin border county.
 
Anyone know if they will have reciprocity with MN? I'll be getting my MN carry permit later this summer and do some hunting in WI so that would be nice!
 
Good for WI, any idea about non-residents getting a permit? I travel through WI quite often and definitely would like one. Regarding the other states, there's a big difference between shall issue and may issue.

Wisconsin will not issue a permit to a non-resident. Any state that has a background check requirement for their permitting process will end up on the Wisconsin DOJ "accepted" list and those permit holders are considered licensed in Wisconsin.
SECTION 22. 165.25 (12) of the statutes is created to
read:
165.25 (12) RULES REGARDING CONCEALED WEAPONS
LICENSES. Promulgate by rule a list of states that issue a
permit, license, approval, or other authorization to carry
a concealed weapon if the permit, license, approval, or
other authorization requires, or designates that the holder
chose to submit to, a background search that is compara-
ble to a background check as defined in s. 175.60 (1) (ac).
Or, if your state doesn't require a background check as part of its permitting process the you would have to submit to a Wisconsin background check:
175.60 License to carry a concealed weapon. (1)
(f) “Out−of−state license” means a valid permit,
license, approval, or other authorization issued by
another state if all of the following apply:
1. The permit, license, approval, or other authoriza-
tion is for the carrying of a concealed weapon.
2. The state is listed in the rule promulgated by the
department under s. 165.25 (12) and, if that state does not
require a background search for the permit, license,
approval, or authorization, the permit, license, approval,
or authorization designates that the holder chose to sub-
mit to a background search.

Technically? Yes, we do. In reality, the process to getting one is so strictly controlled that only those who are politically connected, current or former LEO, or run businesses that require them to transport large amounts of cash can even hope of getting one.

The law requires most citizens to have "good and substantial reason" before they will be issued a permit. Problem is, there is no language within the law that describes what that means. The result is that it is left up to the discretion of the state police, and as a result is virtually unobtainable.

Sounds rough, but at least you have a CCW law on the books, here in Illinois we have absolutely nothing......at least till that damn Gov. Quinn gets kicked out of office like all are other governors. Here's hoping.

Any chance of another governor letting a shall-issue bill get through?

Gotta love Illinois governors. Four of the last seven have been sent to prison for misdeeds while in office.

illinois is as clueless (politically) as you can get. The everyday citizen is prohibited from carrying a firearm, but there is a shooting in the largest illinois city everyday. Gang bangers carry guns and the police have no suspects.:confused:

the first things the new governor "Q" did after taking office this year was……...1. raise income taxes 66% 2. reinstate the inheritance tax on estates. 3. abolish the death penalty.:uhoh:

richard speck, john gacey and the like can roam free, do what they will and have NO fear in the land of lincoln.:(
 
Um, I don't know how much free roaming Speck and Gacy will be doing: Speck died of a heart attack in 1991 and Gacy was executed by lethal injection in 1994. Speck's death sentence was overturned when the U.S. Supreme Court ruled the death penalty unconstitutional. Speck was then sentenced to 400-1,200 years in prison.

The abolition of capital punishment isn't all that big a change; Illinois hasn't used the death penalty in a while. The last execution was of Andrew Kokoraleis in March 1999. In 2003, then-Governor Ryan, who had signed Kokoraleis' death warrant, commuted all of the death sentences after 18 death-row inmates had been found innocent and there had been a moratorium on carrying out executions since that time.

However, I certainly agree that Illinois is almost pathologically opposed to allowing its citizens the right to bear arms. Glad to see Wisconsin finally join the majority of the nation.

I'm very interested in the reciprocity in this law. Any idea how it's going to pan out? I still have very good friends in WI, and it's good to see they will be afforded protection in a discreet manner outside the home.

Isn't that interesting, Wep45. You say, correctly, that Illinois is clueless politically. Previous posters note the corruption and lawlessness of the political leadership. So what do we do when we seek national leadership? Look to the cesspool. Logical.

Congrats to Wisconsin. Freedom wins one.

Wisconsin governors have typically waited until July to sign all but the most pressing legislation.

Getting reciprocity established through the WI justice department should be a cake walk, as attorney general Van Hollen has been a CCW supporter all along. However, he's also shown himself to be pretty inept, so I wouldn't be surprised at all if he screws up putting a list together.
