How are you going to know which cities are banning carry?? Are they going to post a sign?? That part of the law really needs to be "tweeked" in the next few years. I know ,Kansas made some concessions just to get it through also but we are going to start next session to change some provisions. Happy to see Nebraska as a carry state. Steve 48

since there isn't anything mentioned about preemption the whole thing is meaningless. you have the state patrol who officially was against it writing the requirements and charge a $100 dollars for a background check. then you have all of the people who will come out of the woodwork to provide the training classes and charge whatever they want. the term fubar comes to mind

That's true. Vermont-style carry should be every state's goal. Between now and then, it's better to have privileges than nothing.

Don't complain. All of us here in California would be happy to trade CCW laws with you.
Here's what I have observed about CCW fights in the states:
Here in CA, we're not even to step 1 yet. AFAIK, no CCW bill has ever been voted on in the assembly. I don't know if any has even been introduced. You in NE are already at Step 3. So don't complain.
Here's what I have observed about CCW fights in the states:
- It usually takes a few tries to get them passed
- It often takes a final push to go over a veto
- The first bill that passes is often far from ideal (look at the problems in Ohio's car carry rules) but then once it's there it can be revised over the years
- The hard part is getting over the initial resistance to the idea; once everyone realizes that CCW does NOT lead to "blood in the streets" everyone calms down and gets more rational about it

Thats because in California, both houses of the legislature have Democrat majorities. About the only thing the Republicans in state government can do is hold the tide back in taxes.

I wonder if the Republicans can propose a Shall-Issue CCW law, wherein the fees for processing the license would first go towards the cost of administering the license issuance, and the remainder can then go into the General Fund. I bet the Democrats would be glad to have some more money with which to fund their liberal causes... and we get Shall-Issue in California.

Frohickey, that's my thought on this. I think license fees should be increased to somewhere between $500 and $1000, with the money going either exclusively to sheriffs' depts (if they support it it will pass) or to the general fund or to someone's pet project. Whatever. I know that's a rip off but it would be better than what we have now.
CA has a pop of about 35mil. In most shall-issue states, about 1% to 2% of the pop gets permits. Assume permits in CA are expensive and people here are not enthusiastic about carrying when/if it goes shall issue. So we would have about 350,000 people packing if CA went shall-issue (as opposed to 40,000 licenses today). If permits went for $1000 (yes, expensive) that would add $350 million to the state budget! That is NOT trivial! That's not a small number!
Once we have a bill we can improve it over the years.
I would just like to see some bills start getting introduced, maybe once a year someone should introduce it.
One MAJOR problem we have here in CA is that the Public Safety Committee is controled by socialists (really) and it kills everything like this in committee, so we don't even get to force our reps to take a position on it.
THAT'S WHY THE COUNTY SHERIFFS' ELECTIONS ARE SO IMPORTANT! Talk to the candidates, find their position on CCW, tell your friends about it, and VOTE! If more sheriffs started issuing this whole thing would be a lot easier.

With an attitude like that there is no point in continuing this conversation. Looks like it won't be too many years before we get a blood red flag and a dictator with bad haircut and a funny looking mustache. Regardless of political party affiliations. America is screaming "Come, violate our rights".
Hmm, today I'll have to ponder if we will get a homegrown dictator or one comes in from another country.

Hey if I could write the law, CA would be shall-issue with reasonable fees ($50 or whatever), or else it would be Vermont carry. I'm just saying, we have a LONG way to go to get there, and if we need to legally "bribe" some sheriffs in the form of higher permit fees which go into their budgets, then fine. Maybe let counties set permit fees in some range up to $1,000. I would be fine if the money just goes straight into the sheriff's salary. Whatever. I just want to see sheriffs here start issuing and that's not going to be easy. Ok I'm not really being serious about letting sheriffs collect $1,000 every time they issue, but we need to do SOMETHING to get them on-board, and I am serious about increasing permit fees (maybe to $500, not $1000) and giving it to sheriffs' departments' budgets.

While Vermont style is great, Alaskan is better. Unlicensed open OR concealed carry but provisions for a CCW license for those desiring to travel and carry in the lower 48. I always shake my head when people nay-say a law that makes carry easier and legal where it was verboten before.

And until now our state laws were so open its perfectly legal for a citizen to open carry (loaded no less) everywhere. Carried in banks, grocery stores. No problem. Unlawful but justifiable defense to carry concealed. So it wasn't verboten, and if anything it's more restrictive.
Frankly I don't really care. I think I'll just continue to open carry. If they add reprocity to other states I'll bother with the CCW.

Click on "All US State CCW Links" to see the link for the Nebraska cities. I went through over 240 Nebraska cities checking each cities code for laws pertaining to CCW. I wish I could say this list is complete but we can never be sure but it is a very good start. Nebraska will change their law in the future and this list will no longer be needed.
