I assume this is a Smith and Wesson revolver, but you don't say. If so, it probably shipped late 1978 to early 1979. My reference book, the 4th Edition of the Standard Catalog of Smith and Wesson, provides only shipping dates, but manufacturing date was probably about the same.

It's impossible to give you a price range without more information as it could range between $250-300 for a worn beater to $1000 for a pristine example if you have the original box, tools, and paperwork or if it is one of the fairly rare examples with a 3" or 5" barrel. Good pictures would help. The Model 19 was made in various configurations in blue and nickel finish, round butt or square butt. Some were special order by various law enforcement agencies. 2.5 inch barreled guns are in somewhat higher demand than the longer barrels with 4" probably the most common. Many were made with 6" barrels.

So a complete description of your revolver with multiple in-focus pictures are necessary before anyone can give you an accurate price, which may also vary depending on where you live.
