I recently found an H&R model 1906 7 shot double action revolver.It appears to be in fair condition and all the parts seem to work,but the cylinder spins freely when it is not cocked.When cocked,it locks up and chambers line up with bore,so timing seems OK.Is it normal for the cylinder to spin when not cocked?I would appreciate any help you can give me.

This is normal for many older revolvers, especially H&Rs, I have no experiaces with this particular one but if it is fully locked before the hammer falls and stays locked until it hits the primer, I would say you are good to go.
 
Modern hi-speed ammo may be to much for it. You safest option is CCI CB 'longs', which are very light loads in full-sized cases. Absent that, be sure to use only 'standard velocity' ammo.
 
Yes, free spin is normal.

And +1 on not using modern Hi-Speed ammo in it.

That hot of ammo had not been invented yet when your gun was made.

Modern revolvers are designed so the cylinder locks up whether the gun has been fired or not, so the hand and trigger can re-engage for the next shot. Those old guns have no hammer rebound and depend on the firing pin staying in the primer indent (or indent in the case rim with the .22) to allow trigger and hand reset for the next shot.

So, with the gun empty, cylinder free wheeling is normal.

Thanks to you all for the info.I did an extensive internet search and couldn't find the answer.I figured only 22 short/CB's for this old gal.Will try it out on next range visit!
