ok so i know fed law says i cant buy a handgun till im 21. but does the mean i cant own it? help me here kinda confused.

Look at the law in your state. Most laws regarding age restrictions are at the state level. I know in Pa. you cannot own a handgun until you are 21. I recently found out there are a few Philly Cops who are under 21. They obviously carry the city's weapon, but are not allowed to buy their own.

You cannot buy from a FFL dealer until you are 21. There is no law on private party sales. If there is no law against those under 21 buying a handgun ni your state, you can buy from a private seller, or recieve as a gift. I have three that I got that way, and I am 19.
