I have a couple boxes of hard cast bullets in .45 and .355. They have been sitting for a while and some of the blue lube from the groove has fallen out. Do I need to relube them before loading or use as is? If I need to relube, how do I go about doing so?

You probably do NOT need to relube them. That "blue lube" is really worthless. I would probably give them a very light tumble lube in Lee Liquid Alox.
You can put about 500 bullets down, on their sides, on aluminum foil or a casserole dish and squirt a little LLA in a "Z" and then shuffle/rotate the bullets. In 30-60 seconds, they will all be lubed (they should all have a wet/shiny look and NOT be yellow/amber/frown). Let dry over-night and load. LLA does a great job of eliminating most/all leading with slightly under-sized bullets

I usually toss the bullets that lost lube in the recycle lead bin to cast bullets.

If you don't cast, I would load them but mark the finished rounds so I shoot them between several lubed rounds (there should be thin residual lube coating on barrel surface enough for unlubed bullets).

With the 45 bullets, you can get away with rubbing/filling the grooves with Chapstick. It'll work OK for the lower velocities but if you're shooting the .355" in a 9mm I don't think any lube will work as those bullets are too small for a 9mm bbl. (If you need to try, noylj's post about tumble lube is a good idea).
