Help Identifying Former Service Revolver

I got a Taurus Model 82 3" a year ago or so and really liked it a lot (see my avatar). It was made in April of 1992 and somehow was barely used, like 95% +. The trigger was already pretty good, but I put new springs in it, added boot grips, and ground off the hammer spur. It's my hiking gun and one of my current favorite shooters. I've been enthusiastic about 3" 38 specials lately.

I saw another used 3" Model 82 for sale recently and couldn't resist its cheap price. I figured I would put big grips on it and leave the hammer spur alone, and I would have kind of more of a "range toy" version of my hiking revolver. It looks nice. It's been shot a moderate amount. It locks up very tight, the finish is good, and the trigger is excellent.

Note: The Model 82 is basically a S&W Model 10 with a coil spring and a transfer bar safety. They were (and maybe still are) used in some countries as police sidearms - I'm assuming because they're relatively inexpensive.

When I picked up the "new" revolver at my FFL yesterday, I noticed that it had been imported by CAI. I googled some pictures of CAI 3" Model 82 imports that were former service pistols from somewhere. They had the same largish black grips as mine, and a lanyard ring at the bottom. Mine has a hole in the bottom where the lanyard ring swivel used to be. It also has some proof marks on the left side of the frame, right above the cylinder.

I've included a picture of the revolver below, and a close-up of the proof marks. I'm very curious about where this revolver was in service, and I thought someone here at THR might know. If I understand the markings correctly, it was manufactured in November of 2000.

Please give a holler if you can decipher the proof marks. I have a certain amount of idle curiosity, and it also might help me find a lanyard ring and swivel for it. I don't have any revolvers with lanyard rings, and that would be way cool.

I hope to shoot it in the next few days and will file a range report. My guess is that it'll be a good shooter, just like the other one.
