Help! Is it 922r compliant?

So I recently put on layaway at my local gun shop one of the new MKE MP-5 clones that ATI is now importing. It is the pistol version with the 16in barrel called the AT-94P.

According to what I've read the 94P will accept an MP-5 stock and handguard and you can apparently "turn it into a rifle" by adding a stock since the gun has a rifle length barrel.

I have a couple concerns about this before I attempt to do so. My first concern is and obvious one. Can you buy a gun as a handgun and then turn it into a rifle if the barrel is long enough?

My second question is a bit more complex. If I do take the gun and turn it into an carbine wouldn't it then be subject to 922r compliance. I have no problem adding a US made stock and handguard to it, but wouldn't I still need to add a a few more to make it fully compliant? I have no idea how many US vs foreign parts are already on the gun so I don't know for sure how many I need to add.

If turning the gun into a carbine isn't an option then what I would end up doing is have the 16in barrel cut down to around 9in, add a handguard to it and keep it as a pistol. I don't have much desire for a pistol with a 16in barrel and if I shorten the barrel then maybe down the road I can SBR the thing.

Suggestions?

Pistols do not fall under the auspices of 922r.

There's actually not recall on them from what I understand.

Apparently the ATF was going to require these guns to be recalled but the issue was resolved and they aren't going through with it.

I just talked to Arthur at AJC. The recall letter is valid but out of date. Originally, according to him, The BATFE was going to recall the weapons because they were considering them as HK design guns. They've now backed off of that decision and are no longer recalling them. So even the guys down at Clute have discontinued any interest or pursuit on it.

So it looks like the recall was valid but is now no longer an issue.

The ATF&E do have a problem with making pistols into rifles, or at least thats their call on AR pistols. Once registered as pistol it is always a pistol. If you take an AR apart and make lower into rifle it becomes violation. read it on their Websight youself. atf&g.gov.

I'm afraid you've got it backwards.

It's quite legal to turn a pistol into a rifle (with such a move, 922r may come in to play), but illegal to turn a rifle into a pistol.
 
Pistols are not subject to 922(r)
Rifles are.
If you convert the pistol into a rifle, it has to be 922(r) compliant.
SBRs... you'll hear a mixed opinion on. Some say yes, some say no, there are ATF letters confirming both suspicions.
MGs, are not subject to 922(r) either (if you add a sear).
 
So if I turn the gun into a rifle I would probably need to add a certain number of US parts to it?

Anyone have any idea how many US parts would need to be added to the gun to make it compliant? I would assume at least six should cover it, correct?

I know that I can add a US made handguard, stock, and if I only use US made mags then that alone counts as three parts giving me a total of five. I've seen US made HK94 triggers and hammers advertised online but would they fit on the MKE? Assuming the hammer and trigger does fit then I could potentially have seven US parts on the gun, would that make it compliant?

I really hate 922r:mad:

I'm starting think it might be easier to just shorten and recrown the barrel and keep it as a pistol, then all I would need to buy is a handguard.
