It's a BSA Monarch Deluxe imported by Eagle Arms back in the 60's - early 70's.
MSRP then was $169.95. Or $5 - $10 more then a Remington Model 700 or Winchester Model 70.
Herters also imported them at one time as the Model U-9.
Accuracy is probably no better or worse then similar rifles of the day.
You won't know until you shoot it.
The scope is a cheap Chinese model of recent vintage, as the target knobs, huge power adjustment ring, and sunshade are things you didn't see back then when the rifle was new.
And if you did, it had a well known European optics manufactures name on it.

Same for the bi-pod.
A recent addition to the rifle, as they were not used until very recently on hunting or target rifles.
If it doesn't have Harris stamped on it, it is probably a cheap Chinese bi-pod too.

Value might be in the $400 range, much more for the rifle alone then the cheap scope & bi-pod.
IMO: If you junk the Chinese scope & bi-pod & put a good quailty 2-7x or 3-9X Leupold or Nikon scope, and a sling on it, you got yourself a very nice hunting rifle.
