Help with fixing an SVD style scope mount?

Hello,
My friend has a romanian PSL and he got scope for it that uses the standard SVD quick detach mount. Although when the scope is on all the way the reticle in the scope seems like it is turned/rotated 3-5 degrees counter clockwise. The rifle is perfectly zeroed and will hit where the chevron reticle is pointed, but it is annoying to have to rotate the rifle 5 dregrees clockwise to take a shot. I have shimmed a scope mount before to help get the zero in place, but never had something like this. If one were to look down at the scope from the muzzle of the barrel you can see that it is not parralel with the rifle. Does anyone have a fix for this?
 
Well I think the scope is defective/worn out. Its a 6x24 from kalinka optics, the last scope I got was great, but this one sucks. It doesn't illuminate(changed batteries, cleaned connectors, changed bulb) and the SVD mountlooks work down and is loose. I'm going to return it for a replacement.

I have a question though, when you guys slide your PSO/PSOP onto your PSL rifle is it loose and can you wobble it left and right. Then when you tighten the screw down down does the locking screw fit into the rail perfectly, or does it cause the scope to shift left or right?

I think I am going to go to best buy tonight and buy a digital camera.
 
Hey guys, revelation in this thing. I his scope rail on the PSL is worn out, the last owner said he didn't have the problem using an LPS scope on it. So I think that LPS scope was made to match the worn out rail ont he PSL rifle. Right now, I stuffed some 16 guage wire in the gap and it is only 1 or 2 degrees twisted now.
