Heres a question my brother and dad asked me when I showed them the bullets. They want to know what the point of pulling bullets apart and selling the components is? Wouldn't it be better to sell the bullets assembled instead of selling the parts individually?
 
Your congress, in all it's wisdom, ordained that surplus loaded ammunition can't be sold to the civilian population. It can be torn down into it's component parts and sold that way, though. That's why you see surplus "pull down" powder, bullets and brass, but the primers have to be killed or removed before it can be sold.

The bottom line: It's the law.

The reason it's declared surplus is that everything the government buys has a shelf date assigned to it. When the date expires, the item, no matter what it is, is declared surplus and must be removed from service. One of my duties before I retired was to go to military bases and screen DRMO materials for our use. You'd be amazed at what they declare surplus!
