Hicap mags for USP .45

I have been looking at picking up a few Hicap mags for my USP. Upon doing my research I noticed that The HK USP .45 was not put into production till late 1994. (ah.. see where im going)
I know that LE mags are illegal but if this gun wasnt produced till after the AWB how can you possibly legally get pre-ban Hicap mags?
Or is the only way around it to pick up MK23 mags?

HK's position is that there are NO legal USP 45 hi-caps.

There are plenty of them around, with no markings as to LEO only etc.
HK's position is that these were "Stolen mags"

Just wait until Sept, then you have no worries.

Funny thing is, the USP .45 was designed specifically for a 12 rd magazine. It's funny how the gun went into production and the magazine was "officially" abridged to 10 rds.
