stripper clip loading is strictly a military deal and as the last bolt action issued for general service (ie other than sniper rifles) was the Ishy Enfield 2a1 in 1966 I'd say your outa luck for a modern version using stripper clips.
As far as High cap...... several that use detachable mags but not really high cap as high capacity is pretty much strictly an assault rifle thing do to the higher rate of full auto fire not really applicable to the uses the military has for bolt guns (again sniper use) so no reason to build a high cap bolt gun......
I have seen a few savage .308's converted to take m14 mags, its apparently not that hard to do. I am gonna convert mine this summer............ sometime......
