What's stopping me from hot-loading the lesser 32s in my SP101? Seems like there is a lot of room for improvement on the smaller cases that operate between 14-22Kpsi when the 327 runs at 45Kpsi.

I'm thinking about converting my single six 32 H&R to 327, but if I can get some legs with hot 32 H&Rs I might try to save myself a grand or so.

Brian Pearce has published heavy load data for Ruger .32's. You can certainly get a little more velocity out of it but it won't get anywhere near .327 performance. Quote I got from Jim Stroh on doing my Bisley Single Six .32H&R to .327Federal was about $600 for a new linebored cylinder plus $150 for a custom front sight along with some other stuff getting it up to around $1050 total.
