what phrase or clause (dependent or independent) leads you to conclude that (in Don's words) "...it's pretty clear that she is NOT saying it's OK to take away rights?"
I agree that she is 'describing what she sees as the rationale,' but I don't see that a conclusion can be reached that 'she's not saying it's OK....' at least, based IN the admittedly limited quotation cited here.
