HiTek Coated vs Lubed velocity drop?

The only thing I might question is was the temperatures about the same when each load was tested .

A fellow tested some loads on a cold day ... 47 degrees and got a 100 fps drop in velocity !
Were both loads tested on the same day with same temperature ?

If powder coating causes a drop in velocity ... the powder coaters over at Cast Boolits don't avertise that fact ... they claim Powder Coating cures leading , heales the sick , can raise the dead and solve Global Warming and Climate Change ... they don't say nothing about lowering velocities !

Don't know about all the other claims you state, but, coated handgun bullets do leave a cleaner[way less leading] in my lever guns and revolvers. I simply haven't noticed much reduction in velocity in simple shooting over the screens, whether in the fall or winter. Too hot to test loads in the desert in summer. Also, I do not load hot charges, mid range at most.
 
I started using Hi-Tek coated bullets around 2017 for .30cal rifle from Quality Cast - they’re 150gr FNGC. First experiment was .30-30, then I bumped things up and ran a ladder in .30-40, then .30-06. They performed well, no complaints. The only thing I noticed about the most recent offerings from most sellers is they have gone to bevel base bullets and harder alloys - upwards of 16BhN. That’s fine for 2000fps rifle load with a gas check but, under 2000fps with a bevel base you’re going to get a lot of gas leak. The metal is too hard to obturate in a low pressure chamber and the plastic coating won’t flow like hard wax to fill the gap. True that you won’t see leading but that’s just covering up the signs of a bad seal. For rifle I prefer gas checks even with coated - unless it’s just a can and cow patties load.
