Not necessarily. There are several loads in Hodgdon's data manual where they show higher charge weights for the same weight lead bullet vs. a jacketed bullet. Their 45 Auto data has a lot of this too. They pressure test their loads and a lower friction lead bullet won't build to as high a pressure as a higher friction jacketed bullet with the same weight of powder which will allow a higher max charge with a lead bullet. Also the jacketed bullets may be deeper seated than the lead bullets, thereby reducing case capacity and calling for lower charge weights.

Cast and grease lubed lead bullets typically give higher velocity at less pressure then jacketed bullets.
Due to lower bore friction.

Thus, Max load is typically a little higher, and velocity is higher.
