hollow based bullet

I have had little luck with using standard 158 grain lrn with a "hollow cavity" in them from my 357.
the skirts never really seemed to expand on recovered slugs.

Now i am wondering some things

1. does a true hbwc skirt expanding into the forcing cone eliminate any variation in size of chamber throats? if the skirt expands to fit the .359 chamber throat and then slides down to fit the .3575 diameter barrel.....

2. can a hbwc skirt be put onto a semi wadcutter or lrn profile?
 
uniformity of expansion wasnt great either. can that be a function of incorrect hardness of the bullet combined with oversized throats?

3. would aplated bullet allow better sealing?
