See if you can find a local lawyer who is gun friendly. Pay him to check for
  • Laws, ordinances, zoning regulations, etc. that would prohibit your proposed range.
  • Generally accepted criteria for designing a safe range to defend against complaints that yours inherently dangerous.
If there are neighbors anywhere nearby, they may complain about the noise of gunshots. Firing from within some sort of structure would help to contain the noise. (This is a strong argument in favor of suppressors and subsonic ammunition.)

Obtain an umbrella liability policy from your homeowner's insurance company. $1 million coverage costs me $160 a year. Check that it doesn't exclude shooting accidents although I doubt that it will be an issue.
