Read where the Department of Homeland Security has ordered 450 million rounds of special 40 S&W hollow point ammunition. (of course the media reported it as 450 million "bullets").
My curiosity has the best of me. What in the sane world would the DHS need with 450 million rounds over the next five years?
 
You have thousands of people in Secret Service, HSI, ICE, GSA, TSA, and other agencies in Homeland Security receiving initial training, advanced training and qualifying. All of that eats up som e ammo.

I could be shared throughout the departments under DHS. The real question here is why not 10mm?


Many LE agencies shy away from 10mm after the FBIs experiences with it in the 80s. The FBI wound up using a 10 mm round that was about the same as a 40 S&W.
 
That’s a bunch of ammo, the nearest figure I can find for the number of DHS employees is around 200,000, but then that figures to about 38 rounds per employee per month for the next 5 years. Still have to wonder how many that never actually fire a gun?
 
This really doesn't seem to be a post for the Activism forum.

Beyond that, it's already been covered that this is an IDIQ contract which means they have the option to buy that many rounds over the next 5 years at the agreed upon terms. It doesn't mean they've actually agreed to purchase all of them.
