Why does training TAP have the caveat: "NOTICE: These products are not intended for duty use?"

Does it have a cannelured projectile? Their LEO-focused product has a cannelure to ensure no issues with projectile setback on feeding.

Lawsuit prevention I suspect. The training ammo appears to me to be exactly the same. It's ammo that for whatever reason didn't pass the first line QC in my opinion and the disclaimer is simply the lawyer talking.
