The IL AWB is rife with hyperbole, innuendo, and unsupportable assertions. To my current knowledge, the IL AWB is also at least temporarily stayed at this point.
As to the question of "How can legislatures/legislators make incompetent laws?" that's well beyond THR's scope as I understand it.
