I'm reloading for a 760 remington. The bullets are almost out of the case. Is there a rule that the bullet must be so far set into the case.

One caliber bullet shank inside the case, not including the boat-tail.

For a 760 pump though, I might suspect SAAMI max length or less might be all that will fit in the magazine.

I agree, let the factory magazine be your cartridge length gauge.

There are a lot of variables that one could use to overthink your particular situation, but I think occam's razor works here.

Magazine length would do it.
Get a caliper my friend. Well worth the investment and use the OAL a manual gives you until you are better informed about bullet seating depth.

I only load for bolt actions, so unless I have problems with magazine fit, which I've yet to encounter, I seat them all the way out to the lands. But my rifles all seem to have pretty short throats. Even with light weight varmit bullets, I'm still getting at least one caliber worth of bearing surface inside the neck. Not all throats are that cooperative, especially newer prouction rifles.
