"Louisiana disaster plan, pg 13, para 5 , dated 01/2000

'The primary means of hurricane evacuation will be personal vehicles. School and municipal buses, government-owned vehicles and vehicles provided by volunteer agencies may be used to provide transportation for individuals who lack transportation and require assistance in evacuating'... "

If New Orleans Mayor Ray Nagin, Democrat, and Governor Kathleen Babineaux Blanco, Democrat, had not ignored this disaster plan they could have save a lot of people.

Why didn’t they use the busses in this picture?

250+ busses. 85 passengers each. Fueled. One one-way trip for each bus in the photo? They could have evacuated more than 21,000 people.

That's just plain murder!!!!

It's a sad tale that has its beginning in the poor south in the early years of last century.

A charismatic and extremely intelligent demagogue called Huey Long realized that he could buy the votes of the poor by giving them the money of the rich, thus ensuring himself continuous incumbency.
By having a "don't ask, don't tell" attitude towards blacks he encouraged them to move to Louisiana from more racist southern states, along with poor rural whites.

From his position of incumbency he raped and pillaged Louisiana until he was shot (by FDR or some jewish guy or his bodyguards, nobody is sure) and died shortly after (only shot with a .22).

What you are seeing now is the result of Socialist Southern Democrats buying the votes of the poor with welfare and ensuring their own incompetent incumbency in the proud footsteps of The Kingfish.

Um, nope. It isn't.

As for ignoring the plan, authorities did not ignore the plan. The plan does not say that the buses must be used, only that they may be used.

I don't see why only Democrats are being blamed here. FEMA could have requested the buses be put into use and likely could have ordered they be put to use. The federal government could have sent in troop trucks from nearby bases to get people out of NO. They could have used aircraft as well, such as C-130s.

You can blame the Democrats, but it must be kept in mind that they were not the only ones to not respond appropriately or not in a timely manner.

If you are going to say that not using the busses to evacuate ahead of the storm constitutes murder, then you will have to agree that since the Corps of Engineers knew NO represented a huge flood catastrophe risk, in large part due to levies not capable of handling anything above medium category hurricanes, then they committed murder as well by not making the levies strong enough. Keep in mind that while the mayor and governor only had less than 2 days to evacuate using said busses, the Corps of Engineers has had decades to do their work.

I agree that the busses should have been used, but also that the levies should have been stronger.

Shoulda, woulda, coulda. They played a taped interview of the NO Mayor a day before Katrina struck when it was known to be at category 5 storm strength. He sounded very calm and collected then. :scrutiny: Now, to cover their collective asses, they point fingers. No responsibility. No integrity. Smoke and mirrors. Play your card. :fire:

Did anyone happen to notice the water level around those busses?

Almost all of the engines have water in them. The photo is of big yellow lumps of scrap metal.

Not to thread hijack, but as long as the engines arent started untill they are out of the water, they should be fine with just an oil cange, at most, the rear differentials will be contaminated through the vents, but a change of the 80-90 ought to work there. At worst, wheel berings will need to be repacked. A team of folks could get the whole fleet up and running a few days if they would lift the busses out of the water.

The Corp of Engineeers knew the levis were rated for CAT 3 because that is all anyone one for the last 40 years would provide the money and space to build them at. The Levis that broke were as strong as they were allowed to be by those in charge.

The buses however, were sitting there for their usage. The GOVERNER refused the federal request for mandatory evacuation 2x I think - her and the Mayor did NOT make use of ANY of the resources available, they did NOT provide for supplies at the evacuation points (SuperDoom, Convention Cntr, etc), the GOVERNOR did NOT mobilize the NG 3 days ahead of time which is typically required to get the members together and ready to go (they are civilians till that point - they were at home with THEIR families waiting for the calls and then in the same mess everyone else was), there was NO plan for proper use or stationing of the local or state LE, FD and other 1st responders OR their equipment. Local gov't in response to THEIR area getting hit by a hurricane was a sad and deadly joke. To have the mayor crying he needed federal help when he did NOTHING is pitiful.

They KNEW exactly what would happen if a situation developed as it did - they KNEW 100,000+ of THEIR poor and imobile would be left behind - BY CHOICE mostly, or circumstance, and yet THEY DID NOTHING. THEY failed.

Didn't seem to stop a determined 18-yo named Jabar Wilson from making it happen.

The locally elected officials city/parish/state wide proved themselves to be unworthy of their offices.

The hell they didn't! That idiot mayor goes on TV the day before Katrina made landfall telling people to get out of the city. According to the city's Emergency Management Plan, he's 2 days late. For a Cat 3 storm, they have 72 hours. Here's the link to the city plan. Go ahead and read it and then come back and tell us if they didn't ignore the plan. Pay special attention to the tasks listing towards the bottom.

DoubleNaught: So, you think that FEMA has the legal authority to depose a governor and a mayor, prior to a hurricane's making landfall, and prior to the governor's having asked the Prez to declare the area a disaster area, making that area eligible for federal funds?

Bet your law school wasn't accredited!

Rockstar, were you aware that Bush issued the disaster declaration BEFORE Katrina came onshore? That's an historical first. Bush got full cooperation from Mississippi and Alabama.

The declaration allowed FEMA to stage relief supplies ahead of Katrina, and begin the mobilization calls.

It takes two to four days before a full-bore federal effort can actually get underway. In part, this is because it takes time to find out who can do what where, and where, exactly, certain effort is needed. In the interim, it's up to local and state officials.

When the ostensible leader of New Orleans bails out and runs, chaos ensued.
