I am not a lawyer. Matt, however is one. He presents a very cogent method for making Comments (and how--www.regulations.gov) along with good advise on what to say and how to say it.

Along with being a Lawyer, Matt is an FFL, and a Stamp Collector, and a former Auto Mechanic.

Note that this applies to any Agency making a proposed rule change--although we can focus on those issued by ATFE.
