how to make a lockable ammo can

I have been doing that for years , you can do the same thing with cheap hood pins from your Auto Parts Store.

The only thing I've done differently is to put a little sealant around the screw holes in order to keep the watertight integrity of the can after drilling.
(A rubber gasket made from an old inner-tube works also...)

Not exactly a new idea. I had the same set-up with 50 cal cans, one on each fender of my jeep, in Korea back in 1964 and it wasn't a new idea then.

Done it for years. Only I use a different gate latch. Get the small round ones and you don't have to drill the hole in the ammo can latch bigger. Just have to put a spacer behind it to get it to stand off enough for the hole on the post to clear the latch.

I use a cable gunlock without modifying the can at all. Finally found a way to make the gunlock useful...
