Some of that is due to the "inside baseball" style of lobbying for which the NRA has traditionally been famous. That is, they have agreed to some antigun things on the ground that the alternative would have been worse. Specifically regarding FOPA and the Hughes Amendment, the NRA had invested too much political capital in FOPA to see it go down in flames. (They also deluded themselves into thinking that Hughes could be repealed or overturned in the courts.)
