I am sure this has been asked and answered but why is the Russian TIGR not importable

I can sort of understand the full on military version of the SVD but why not the TIGR. This is by definition a sporting rifle that only accepts 10 round magazines? So why can we not import these?

i don't think we can import Russian guns. Maybe.

There wasa voluntary agreement signed by the US and Russia in the 1990s. We agreed to disallow importation of most Russian guns (and they agreed not to export them). In turn, they were allowed to send us certain sporting weapons and sporting shotguns.
