The soft panels from IBA and IOTV armor are not technically NIJ rated but they are said to be approximately Level IIIA. We shot a .44 mag at the groin protector insert from IBA to find out if that's accurate.
I don't know, surely a man would bleed out if the "main vein" is severed. Rather slowly compared to the femoral artery but still.Pretty sure the main purpose of that flap is to protect your femoral arteries, not your gender identification.
