    Warrant out for man shot by deputy

    Latah County authorities have issued an arrest warrant for a Moscow, Idaho, man shot four times last week by a Latah County sheriff's deputy.

    Sa'id Jihad Yusuf, also known as Luke Rapp, 29, remains in serious condition in the intensive care unit at Seattle's Harborview Medical Center.

    He was shot by a deputy after charging and threatening to kill him with a knife on July 8 along U.S. Highway 95 south of Moscow.

    Deputy Phil Gray had been dispatched to investigate complaints of a man jumping in and out of early morning traffic. Gray noticed Yusuf was holding a large knife and told him to put it down, according to law enforcement reports.

    Gray drove ahead of Yusuf, parked his patrol car and again confronted him, ordering him to drop his knife, the reports said.

    When asked who he was, Yusuf responded "I am Zoltar! You're in my way, demon! Fifty feet, knife versus gun, I'm coming to kill you," the reports said. Later, the reports said, after looking at a compass on a string hung around his neck, Yusuf told Gray "I'm waiting for this compass to line up so I can kill you."

    Ignoring warnings to drop the 8-inch chef's knife, Yusuf charged the deputy with his arm raised as if to stab him, according to the reports. When Yusuf got 11/2 to 2 car lengths away, the deputy, fearing for his life, fired, according to the reports. Yusuf continued charging, swearing and making threats. Gray fired three more times before Yusuf fell to the ground.

    On Monday, Yusuf was charged with assault with intent to commit murder and a Latah County court issued an arrest warrant, setting his bond at $10,000.

    If Seattle-area officers serve the warrant before his release from the hospital, hospital officials will hold Yusuf until an officer can take him into custody, said Darla Buckley, Sheriff's Office spokeswoman.

    Gray remains on paid administrative leave until the Sheriff's Office completes its internal investigation next week, Buckley said. He was cleared of any wrongdoing by the Idaho State Patrol.

    An aside note, I know the officer in question and work with his wife. Phil is a great guy and I am glad he is still with us. There are folks tho who seem to think they know better and that he should have just disarmed the guy without using his gun.

    I expect they'll be requiring LEO's to carry bullets loaded with librium.

    I don't know about the Dep, but I think I would get over it in very short order!
