Ideal tool question

I recently picked up an old Ideal tool to go with my 1886 M1873 Winchester. I don't really plan to use the Ideal tool (I already have proper 38-40 dies), but I would like to know how the Ideal tool is supposed to work!

Here's what I've figured out so far: use of the bullet mold is obvious (duh), the first "station" on the tool seems to neck size, seat, and crimp. The second station re-caps, the third station appears to be for sizing the cast bullets. The outside body of the first station bells the case mouth.

So my question is, is this thing supposed to have some provision for decapping?

cuz I sure can't figure it out :confused:
