I'd be buying and wearing BDUs/ACUs on the streets of NYC. They are IR blocking. If you look at people wearing them through a thermal sight, and that's all this is, you can see their hands, their feet and their heads. For every technology, there is a countermeasure.

And while it can certainly be argued that relinquishes a certain degree of the right to privacy when one ventures into a public space, what is under someones jacket or shirt or underwear would certainly seem to fall under a definition of privacy, unless there was a clear in reasonable suspicion of wrongdoing.

Or, unless you're in an airport.
