First I will say I do not agree with this proposed law, but a million dollars of additional liability insurance is not that expensive. If it is for a gun(s), the premiums would be calculated by statistical data just like any other policy. It would a fraction of what you pay for auto liability insurance.

Actually you are SADLY mistaken. First of all, there is not a policy written on this green planet that covers all WILLFUL acts. Fire policies don't cover willful arson by policy holder. Life insurance policies don't cover willful suicide by the insured. Why do you think that is? Because it would be moronic to do anything otherwise.
This law requires insurance to cover ALL Willful acts. Only a moron would offer that insurance, and he would be bankrupt within the first week.

Life insurance policies cover suicide which by definition is willfull/intentional or it wouldn't be suicide. My life insurance policy, written by Minnesota mutual life, has a delay clause that requires it be in force for 2 years before suicide is covered. That is typical for a life insurance policy. That avoids the moral hazard of somone taking out a policy and then killing themselves, 2 years provides a cooling off period.
What most policies exclude is an intentional illegal act, if you shoot somone in self defense and are arrested but acquitted then the policy covers it. If its in the course of a bank robbery committed by you, or the murder of a friend, its not covered. Currently the policy you would have to buy if this law were passed, would be a general liability policy, or an excess umbrella liability policy over your homeowners. My policy is an excess umbrella liability policy for $5 million, Liberty Mutual charges me $98 per year for this policy, and it covers anything excess of my homeowners liability, or my auto, or anything the other policies dont cover. Check with the NRA they have a policy availible IIRC, if you can't get anything else.
BTW I dont agreee with this law, but if you carry a gun you should know what your insurance covers.
Before you argue with me about this, I worked for a VERY LARGE INSURANCE CO FOR 20 YEARS, THE LAST 10 IN UNDERWRITING.
Let us also assume you are correct that a policy could cover a self defense shooting. What about suicide in the 1st 2 years?
I've called several insurance companies & they laughed out loud. If you know of an insurance company willing to cover those, please give me a name & contact so I can validate for myself.
You can't find one either?
