Impending Ban's Effect on AR-15 Uppers?

Short and Sweet and if there is already a thread on this I apologize, but I couldn't find it:

We are all stocking up on lower AR-15 receivers due to the impending return of the AWB, but will there be a great impact on "pre-ban" uppers? I.E. higher prices or availability? Or is the lower receiver the primary concern?
 
Speaking from experience during the last AWB. Uppers did not change in price or availability at all. If anything, the pre-ban uppers were cheaper simply because there was not a high demand due to most people having bought ban lowers.
 
HR1022, the more recently proposed (though not acted upon), would have made the uppers themselves "assault weapons", along with pretty much every other aftermarket accessory or part.
 
In my opinion, if such a ban becomes bad enough, they may ban gas operating systems... thus making the M1A, AR15, AK and such straight pull bolt action rifles.
