AWB question - Pre-ban upper with post ban lower

Is it the 94 AWB that prevents someone from assembling an AR type rifle from a post ban lower/pre ban upper? and when this law sunsets in a couple of months will it be ok to assemble these two into a functional rifle?

Once those parts of the 1994 Crime Bill that comprise the AWB sunset, there will be no definition of a Semiautomatic Assault Weapon and no prohibition of possession of such. It will be as if no AWB ever existed.
