IN and KY handgun laws

Hey High Roaders!

I'm 17 and live in Southwest Ohio, and was thinking about Ohio, Kentucky, and Indiana gun laws. Wanted a few questions answered, and have gotten a headache from the 50 plus Google links I've followed and laws I've read... So can anyone correct my knowledge here? If I were to bother leaving home before I am 21 and married and living happily ever after working and paying taxes til death, it's entirely possible that I'd take up residence in either KY or In. So tell me about their handgun and carry laws. Thanks a million!

Ohio: I have to be 21 to posses or purchase a handgun. If I move out of my parents' house before I am 21, I can not have a handgun in my home or car, or on my person. I have to be 21 to buy from a private party. Correct?


Kentucky: I have to be 21 to buy from an FFL, but can buy from a private party at 18. I have to be 21 to get a carry permit, but can OC at 18. If am under 21 w/ no permit, my gun must be unloaded and secured when in my car. Correct? What is "unloaded and secured", exactly, unloaded mag, or loaded mag not in gun and stored separately?


Indiana: I have to be 21 to buy from FFL, of course. I can buy from a private party at 18. I cannot OC at 18 w/o a permit. I must have the gun completely unloaded in my car w/o a permit. However, at age 18 I can get a Carry Permit, good for OC and CC. Here's where some of my big questions are, as I was surprised to read the permit was open to 18 y/os in Indiana... If I am am 18-20 and have an Indiana permit, I can carry concealed or open in Indiana. As an 18 year old with an IN permit, I can carry in any states that accept IN resident permits, which DOES NOT include Ohio. Is this true? Or can I only carry in states that both accept an IN permit and allow carry and possession at 18? This is the part that's really bogging down my gears. :eek:
 
For Kentucky You cannot get a Conceal Carry Permit till you are 21.
But if you are 18, please read below.

"Yes you can legally own it. Yes, you can openly carry it. You can keep it on your side, in the open, or in any enclosed factory installed storage compartment (meaning the glove box, console, etc.); check out KRS 527.020 for more information on car carry at http://lrc.ky.gov/krs/titles.htm . Someone from Indiana would answer your questions better. Except I believe you need a carry permit to open carry in Indiana.

I believe a 18 year old with an Indiana carry permit might be able to carry concealed in KY even though the KY law states that you have to be 21 to get a conceal carry in KY. That question was asked recently in that opencarry.org in the Kentucky section.

False. 18 is the age limit for that.

In Ohio that is correct.

The deal with Ohio is that you can possess, transport and open carry a handgun at 18, but you cannot purchase one in Ohio until you are 21, either from a private party or dealer or receive one as a gift, even from parents until you are 21.

Let's say an 18 year gets stationed in Ohio with the military or is going to college in Ohio. He brings a handgun with him that he legally obtained in his previous state via a private party purchase or gift. He can legally possess, transport and open carry that handgun in Ohio now at 18 years old.

With regard to Indiana laws, your are substantially correct. Without a license to carry, you may not possess a handgun except on private property with permission of the owner. You may transport the handgun in a vehicle if the handgun is unloaded AND not readily accessible AND secured in a case. Ind. Code § 35-47-2-1(b)(4).

With a license, you may possess a loaded handgun almost anywhere (except prohibited areas such as school property, school buses, prohibited county, state, and federal buildings, etc.), open carry or concealed carry.

Licenses are mandatory issue (unless you are a prohibited person) for residents age 18 and over and good for life. [A non-resident permit is good for four years and issued only to persons with a regular place of business or employment in Indiana.]

Unfortunately, with regard to other states (the part that's really bogging down your gears), you would have to check the specific laws of each state in question. Obviously, the license issued by Indiana has only the privileges that a different state is willing to afford it. And you are correct, Ohio does not recognize the Indiana license (I believe it is because Indiana has no education or training requirement).

The problem with OH (and WA) is the 18 year old can obtain a permit. Neither will recgnize a state that will license anyone under 21.
