Incredibly difficult to rebarrel, or am I missing something???

So, I have this problem child of a rifle. It's an Anschutz 1730 in 22-Hornet made in the late 1950s. I just had it glass-bedded and it still won't shoot properly. I'm getting 2.5-3" groups at 100 with handloads (versus 6" with factory). I've been looking into getting it rebarrelled. The problem is that it is a pinned barrel, which would normally not be a problem. I can see where the pins have been driven in , but there is no place to drive them out! So it looks like I'll have to drill them out to get the barrel out. Also it looks like the recoil lug is attached to the barrel, NOT the action! Anybody experienced this kind of problem, and what did you do?
