The Ruger LCR's have been out for a while now and are showing up on the used market. I think one could be found in the OP's price range.
For a .38 I planned to shoot, keep for a long time, and needed to trust, S&W and Ruger would be on the short list. Colt would be too, but the other two are still actively producing and supporting revolvers.
