I do know someone who's not into guns who has a Hi-Point 9mm. It's not going to win any beauty contests, but it does seem to go off.

I wouldn't buy one when I could put a little more to it and have a used CZ, one of the Turkish CZ clones, the SIG P-250 I just linked to above, a used Ruger P-95, maybe a used K-frame .38, or maybe an Arcus 94 Browning Hi-Power clone. But the Hi-Point does work.
 
Also, Stoeger is still making the Cougar. IIRC, they go for about $369 new, so if you could snag one of those used it may be a good deal too.

rough rider 22 mag can be had for closer to 200 I think. Leave you some change for ammo, Close to a couple hundred rounds if you keep a look out for it.
