Interstate transfer wait time

I live in CT, and my dad is having a local FFL transfer a shotgun from an individual in AZ. My dad doesn't have a pistol permit, so long gun purchases have a 2 week minimum wait to take possession of the firearm. Does this same wait time apply to private transactions via FFL? Thanks.

Tell that to The Arms Affair (Tallahassee based FFL). Every time I had a private transfer shipped to them they made me wait to come back and get it. I've since found a new FFL to do my business.
 
Ostensibly, it's a "cooling-off" period to prevent people in the heat of anger from going out to the gun store, selecting a firearm, filling out the paperwork, making payment and leaving the store, still enraged, to go shoot someone with the newly-purchased firearm.

In reality, it's just meant to make it more troublesome to purchase a firearm. The more hurdles they put in the way, the fewer people will clear them all.

And yes, the waiting period will still apply in your case. It's not a private transaction at all. It's an FFL transaction.
 
However dumb a two week waiting period may be, and without regard to whether it serves any legitimate purpose, if the rule in Connecticut is that without a pistol permit one must wait two weeks between completing the 4473 and taking delivery, that would apply here. I can't see that the fact that it's a private purchase from someone in another State would make any difference. The transfer by the Connecticut FFL will need to comply with Connecticut law.
